A Windows key and a Windows licence are not the same thing.
A Windows key is a technical mechanism used to activate Windows.
A Windows licence is the legal right to distribute and use Windows on a device.
Many people assume that if Windows is activated, it must also be licensed. In reality, activation and licensing are two separate concepts.
Think of It Like a House
Imagine you're buying a house.
The key lets you unlock the front door and get inside.
The deed proves you legally own the property and have the right to live there.
Having the key does not automatically mean you own the house.
Windows works in a similar way.
A key may activate Windows successfully, but a licence determines whether there is a legal right to use and distribute that copy of Windows.
Why Is This Important for Refurbishers?
Many devices contain a Windows key embedded in the BIOS by the original manufacturer.
When Windows is installed, this key may automatically activate the operating system.
However, activation alone does not determine whether a refurbisher has the right to sell that device with Windows to a new owner.
The key answers the question:
"Can Windows be activated?"
The licence answers the question:
"Do I have the right to distribute this copy of Windows as part of a refurbished device?"
These are two different things.
This is why Microsoft requires refurbishers to obtain refurbishment licences through approved refurbishment programmes rather than relying solely on the embedded BIOS key.
